In the Netherlands, many buildings and sites are temporarily unused for a variety of reasons. For example due to vacancy or because the owner is waiting for a suitable moment to develop it. Also, these areas can be ‘locked’ in terms of planning because the state has reserved them for long term developments, such as a new highway or water storage.

As the space is scarce in the Netherlands, it is attractive to make use of these spaces temporarily. Such temporary functions could vary from nature or recreation, to temporary buildings or infrastructure. Either way they can contribute to the surroundings. The spaces which offer the opportunity to do so, however, are not always deployed. Often this is partially caused by a lak of knowledge and experience within the legal, economic and social framework regarding temporary use.

The program ‘Tijdelijk Anders Bestemmen, or TAB, which translates to ‘Temporarily Different Usage’ aims to stimulate the temporary and flexible use of vacant sites. In order to lower the threshold in doing so, Defacto has developed an inspirational book. This publication, describes various inspiring examples and experiences regarding temporary use.  Aditionallyspecific legal and economical guides are developed. In addition to these books, a digital platform was launched on which interested parties can share their ideas and experiences.

We aim to make TAB a renown instrument in the spatial development of the Netherlands.

In Nederland zijn veel gebouwen en gebieden om uiteenlopende redenen tijdelijk niet in gebruik. Bijvoorbeeld door leegstand of omdat de eigenaar van de grond wacht op een geschikt moment om het gebied te ontwikkelen. Ook kunnen gronden ‘planologisch op slot’ zitten doordat ze door de overheid gereserveerd zijn voor langetermijnonwikkelingen, zoals een nieuwe snelweg of waterberging.

Omdat de druk op de ruimte in Nederland groot is, kan het aantrekkelijk zijn om deze gronden in de tussentijd tijdelijk te benutten. Tijdelijke functies zoals natuur of recreatie, maar ook tijdelijke bebouwing of infrastructuur kunnen kwaliteit bieden voor de omgeving. Nog lang niet altijd worden tijdelijk beschikbare gronden ook daadwerkelijk benut. Vaak speelt een gebrek aan kennis en ervaring op het gebied van de juridische, economische en sociale aspecten van tijdelijk bestemmen daarbij een rol.

Het programma ‘Tijdelijk Anders Bestemmen’ of TAB, heeft tot doelstelling het tijdelijk en flexibel gebruik van gronden te stimuleren. Om de drempel voor de toepassing van tijdelijk gebruik te verlagen heeft Defacto een inspiratieboek gemaakt. Hierin worden verschillende inspirerende voorbeelden van en ervaringen met tijdelijk gebruik beschreven. Naast het inspiratieboek zijn er binnen het project specifieke juridische en economische handreikingen ontwikkeld. Als aanvulling op deze boekwerken is een digitaal platform gelanceerd waar geinteresseerden ervaringen kunnen uitwisselen met de ervaringsexperts.

Het is onze ambitie dat Tijdelijk Anders Bestemmen op termijn zal een erkend instrument zal worden in de ruimtelijke ordening in Nederland.
